[Mtools-report] Cat4503 as a smokeping target

CSU-Monterey has multiple CISCO devices at their
entrance so they make a good test of whether the
Cat4503 is a good smokeping target.

I set up separate graphs for their Cat4503 and
the Cat7204 that stands immediately behind it.
The results are at:

My conclusion is that Catalyst 4503s make acceptable
smokeping targets.

The other device types on the list Jeremy got
from CENIC are optical switches (e.g. 15530).
The relationship between the path to these
switches and the data path depends on policy
(HPR vs DC) and so smokping to these targets
may not represent the data path.  HPR sites
should provide internal targets.
