Yes.  In the case of circuit failure for campuses with multiple  
circuits on same router, packets will flow over the backup path to the  
loopback address.  For multiple router campuses, each router with its  
own circuit, campuses are not routing these addresses between the two  
routers, thus they would behave like a router with a single circuit.
