[Mtools-report] First list of targets

I need to do some cleanup and automated checking of this list, but its a good
start.  There a a few on the list with comments and I put some UC equipment
in there because it was in the CPE section of rancid that probably does not
belong.

As I was making the list I started to wonder about the value of checking our
peer and ISP connections as well.  I can think of three reasons this might be
problematic, but trying it might be the easiest way to find out:

1) The peer connections might change rapidly and therefore being hard to keep
in a smokeping config
2) The peer and ISP connections might not allow or rate limit ISP
3) The peer and ISP equipment might not necessarily be good ping targets
