[Mtools-report] First list of targets

I ran Jeremy's list through awk and put up a kick-me smokeping instance 
at:

I noticed (because I used the hostname as the target identifier and 
smokeping complained) that there were a couple of duplicated hostnames:

las-cc.cenic.net used for both Los Angeles Southwest CC and Lassen CC
pal-cc.cenic.net used for both Palomar CC and Palo Verde CC

Probably a scripted bit of dns digging would be a better way to verify 
the hostnames and addresses.

The host that's running the smokeping doesn't seem very heavily loaded 
by the addition of ~230 new targets, but the flat menu structure means 
that the  index page is pretty slow to redraw; we might want to give 
some thought to whether there's a reasonable hierarchy (regional maybe?) 
that would help the presentation.

A couple of the targets aren't replying to me, whether because of 
firewalls, outages, or typing goofs in the config.
