[Mtools-report] Draft Specification and Conference Call

The draft specification is attached.  Please review and respond to the list
with comments and thoughts and prepare for a discussion this Friday.  I am
currently planning on a Committee Conference call this Friday 2/22/2008 at
11am PST.  Does this time work for everyone?
