[Mtools-report] QoS snmp monitoring

So far the document is silent in regard to QoS monitoring.  If the following
Cisco SNMP variables are not good for monitoring QoS as implemented in CalREN
it might be worth seeing if there are some that are:

Maybe Cisco can tell us what MIBs, if any are supported for monitoring the
CalREN QoS implementation.
