iperf, smokeping, NLANR multicast beacon, NLANR AMP (by a department on
campus)

More or less (accessible, but not generally documented)

AMPlets (campus AMP system), bwctl, owamp, Cisco SAA

> 4) What should be the minimal set of tools each campus should have deployed?

bwctl, AMP/AMPlets, multicast beacon?


> 5) What is the minimal set that should be publicly accessible?

I would say that reports/status should be publicly available from all.  Ad
hoc tests should be limited in some way.
