[net-perf] bwctl testing

I've been doing some bwctl testing with Michael VN's systems (thanks Michael),
and I'm getting some weird results - it's 10x slower going from UCI to
UCLA than it is from UCLA to UCI. The UCLA systems seem to have good
performance going to the Abilene test sites. We're seeing transfer
rates of 28mb/s from UCI to UCLA and 225mb/s from UCLA to UCI, which is
really bad.
What I'd like to do is try this with some other sites to see how close to
us this performance issue is, so if you want to do some testing send
me a key and what your bwctl hostname is.
I've filled out the Abilene form so I can test with them as well.
