[net-perf] bwctl testing

To help satisfy my curiosity about the physical path, I rooted through
the rancid configs and cobbled together the attached picture of what I
think the HPR path is between UCI and UCLA via SDG-HPR.

There are lots of layer-2 transitions in that path even though it's just
one routed hop.  This could be interesting!
