I ran a test between your system and mine, and got similar results when
your system is sending to mine.  Here's the tcptrace window info for that
connection:

             UCSC                                     UCI
     max win adv:         1049792 bytes     max win adv:          787712 bytes
     min win adv:         1049792 bytes     min win adv:            5888 bytes

bwctl reported the transfer rate at 22.7mb/s, so at least that is consistant
when you're sending down here.  I got 71.8mb/s when my system was sending
to yours.  I used '-w 1m' as well for these tests.
