[net-perf] Performance test results

Abilene is having problems pushing out my bwctl key to their test
systems but they did the Los Angeles system by hand.  Here's the results
of a test from our system outside the border to nms1-losa.abilene.ucaid.edu.

UCI -> Abilene   840mb/s
Abilene -> UCI   962mb/s

Not too shabby.

The tests were run with "-w 2m -t 15".
