[net-perf] improved sender performance under FreeBSD 5.4

By disabling the inflight constraint:

  net.inet.tcp.inflight.enable: 1 -> 0

I'm now able to push 850-900 Mbit/sec from bwctl.ucsc.edu.  I'll
send something to the FreeBSD net list.
