Feel free to use Berkeley's stratum-1 servers:

ntp1-1.berkeley.edu
ntp1-2.berkeley.edu

For my test boxes, I am using Berkeley's stratum-1s, plus UCLA's 
stratum-1s plus one or two other random ones.  For owamp, would it make 
sense to use the _same_ stratum-1s across all of the test boxes?
