[net-perf] Inexpensive NTP reference clock

Here's a link to the NTP reference clock that I mentioned in the HPR-TAC 
meeting today:

The device is called the Praecis Ct; it costs about $1000, is a bit larger 
than a pack of cards (plus a 3" antenna), can screw into a rack/cabinet 
mount, and can keep time whereever CDMA digital phone signals can be 
received.
