[net-perf] bad performance w/o jumbo frames over large BDPs

I am seeing the same behavior.  Mike and I suspected txqueuelen, but 
some testing this evening doesn't seem to point that direction (I get 
the same problem set to 100 and 1000).

Can you dump the sysctl and ifconfig information on the Abilene test 
nodes?  Maybe we can spot something at variance with our configs?
