CAI -- Implement diverse GigE connections to CSU campuses

CSU has contracted with CENIC to upgrade campus access circuits to the CalREN backbone from the current OC-3/OC-12 SONET circuits to (largely) diverse GigE connections.

The typical campus configuration is to have an SBC GigEnet managed service connection to one CalREN hub site and
a CENIC-managed dark fiber GigE connection to a different hub site
